Calls grow to reform Canada’s temporary foreign worker scheme

Canada’s temporary foreign worker (TFW) programme is “in need of reform”, the country’s immigration minister accepted on Tuesday. The admission follows a damning UN report that described the scheme as a “breeding ground” for modern slavery.

Designed to help fill labour shortages in key sectors, Canada’s low-wage visa stream allows businesses to hire migrant workers temporarily in full-time positions that provide a minimum of 30 hours of work per week.
